Description:
State allowances that are keyed to the size of families - the bigger the family, the larger the allowance. While ostensibly aimed at ensuring that those in larger families don't end up below the poverty line (however that may be defined for a given society) the overall effect is to increase the fertility of the population.

Effect:
Each family allowance allocation adds 1% to the working population, up to a maximum of 10%.

Duration:
Family allowance allocations can be made at any time.

Notes:
For every 100 workers above the base level of 1,000 there is a 1 point increase in the consumption of all consumer goods.
