Informer Networks

Description:
The psychological techniques developed in leisure production societies can be utilized to build extensive networks of very efficient informers, which reduces disaffection. However, such networks are inherently unstable and difficult to control. The unmasking of such a network can, in itself, cause major increases in disaffection.
Informer Networks build - they're spying on you and reporting you to the authorities.

Effect:
Each point reduces disaffection by 10%, up to a maximum of 50%. If a network is unmasked - which could happen at any time - the planet's disaffection will immediately rise to 50%, and a check is made to decide if this causes a riot. If the disaffection is already higher than 50% it will remain at the higher level. The build is not lost, and the disaffection is recalculated at the next reset.

Duration:
Informer networks can be built at leisure level.

Command:
'BUILD INFORMER'. You can remove the build with 'DEMOLISH INFORMER'.
