FIXING THE AMPERSAND PROBLEM

Before the unscheduled cessation of publication, I explained that a game outage had been caused by a rogue ampersand character in a Blish City name, and I said Alan was going to fix things so it wouldn’t cause problems in the future: http://www.ibgames.net/fednews/2018/180211/official01.html.
Well, now he has. The game will no longer allow ‘&’ characters in the name of your Blish city, and if you try to use one the command won’t work and you’ll be told to try again.
This brings the city names into line with other names such as planet and system names, which are very strict and only allow letters and numbers.
