Description:
Clinics are primary health care units for both urban and rural areas. They are essential for keeping the population healthy and for control of epidemics.
Clinics can be allocated as general clinics, which are required for resource and higher level planets, or as teaching clinics, which are a prerequisite for building hospitals.
Effect:
Each economic level above agricultural requires two general clinics to keep the population healthy (agricultural planets do not require any general clinics). Each clinic below the required number reduces the working population by 10%, due to disease and lack of public health.
