Pays a dividend to all the company's shareholders.
Usage: ISSUE DIVIDEND amount Parameters: 'amount' is the number of groats you want to pay out per share.
Example: issue dividend 5
Restrictions: CEOs only. There is an upper limit on 1,000 groats per share.
